The Care Policy Scorecard was developed to provide care advocates with a practical tool to measure and monitor governments’ progress and commitments in policies that directly affect the paid and unpaid care sectors, and to offer policymakers a framework to facilitate evidence-based decision-making in the field of care.

The scorecard systematically and holistically evaluates the state of relevant public policies in the context of unpaid and paid care work, using 33 policy indicators grouped under three main headings: unpaid care work policies, paid care work policies, and cross-sectoral policies, each supported by various criteria.

PAL was responsible for adapting the scorecard framework to the Turkish context and preparing the research report through desk research and interviews.
