This project aims to identify land value capture (LVC) opportunities to support sustainable urban transport investment. Due to limited municipal budgets and growing infrastructure needs, the project explores innovative funding models to finance Ankara’s metro expansion.

A consulting team led by HR&A Advisors will assess urban planning, municipal finance, and legal frameworks, engage stakeholders through workshops and dialogue, and analyze local and international best practices. PAL will provides fiscal policy, municipal finance, and governance expertise on the application of LVC instruments.
