The Joint Recovery Needs Assessment (JRNA) aimed to support the Government of Azerbaijan in the assessment of recovery and reconstruction needs, related strategic and programmatic priorities, and associated financial requirements in the three districts, aligned with key government strategies and plans;  to provide an inclusive process with the participation of national and international development partners for identification of recovery priorities in the three districts and to create a platform for coordinated, transparent and coherent implementation and financing by national and international partners.

PAL team mobilized by the World Bank group developed a report on the assessment of local administration in Azerbaijan with implications to liberated areas and contributed to the JRNA's section on the management of services in settlements.
