The project aimed to contribute to national strategy and policy documents by developing a policy framework for Turkey's digital transformation toward 2030 through pointing out to the main challenges, the need for catching-up with advanced economies and developing evidence-based policy recommendations.

The study has been prepared to shed light on Turkey's digitalization roadmap. In the study, PAL dealt with the three most important elements of Turkey's digital transformation process, namely society, companies and the government. In addition, infrastructure was considered as the fourth element, which is the prerequisite for the goals in the other three elements. Turkey's current situation in these axes was compared with developed countries, potential areas of development and possible economic impacts were evaluated. The PAL Team also conducted a series econometric analyses with publicly available data as well as micro data of TurkStat with a view to shed light on economic impact of digitalization.
