Project Details: 

The overall objective of the project was to ensure effective, inclusive, accountable and participatory local governance in Turkey, through support to further implementation of the local administration reform process undertaken between 2003-2013, in line with international standards.

The specific objective of the project was to develop and strengthen the administrative capacity and cooperation of Ministry of Interior (MoI) and local authorities themselves in the task of ensuring the effective implementation of the new local administration model in line with principles of democratic governance.

Mr. Emre Koyuncu was deployed by PAL to provide individual consultancy services for the project.

Assessing the impact of implementation of legislations on local authorities
-Design, oversee and report survey of 10,382 households
-Design, oversee and report survey of 577 local administration managers
-Organize and moderate three workshops and 4 focus group meetings with local administration and central government representatives
-Prepare impact assessment report
-Prepare policy recommendations report
-Develop benchmarks for success for current and future local administration reports

Local Information Database System Design
-Prepare model for stakeholder roles and responsibilities for strategic management, performance monitoring including activity reporting of municipalities
-Prepare list of indicators for local information database
-Prepare a system design report for the local information database
-Develop recommendations for activity reporting of the Ministry on local administration activities

Needs Assessment and Content Coordination for Experience Sharing Between Municipalities
-Design, oversee and report survey of 2150 managers from 240 municipalities on capacity building requirements and offers
-Organize and moderate two workshops with local administration representatives
-Prepare needs assessment on experience sharing between municipalities
-Prepare action plan on experience sharing between municipalities
