The objective of this project is to develop a performance monitoring and evaluation system for Model Factories, which have come to be Turkey's major policy tool to support lean manufacturing practices and productivity growth in the Turkish industry. At the time of the project there were 14 Model Factories, which are training facilities for factor managers and engineers; however the the government objective is to scale up the program based on performance outcomes.
The project comprised a desk study, field study and the development of a performance monitoring and evaluation system for the Ministry of Industry and Technology’s Model Factory Program. The PAL Team first conducted a desk study followed by a thorough field study, which included in-depth interviews with model factory managers and a number of selected beneficiaries, along with a survey that was implemented for model factory beneficiary SMEs. The third stage was conducting and reporting of the field study. In the fourth stage PAL drafted the performance monitoring and evaluation system design report. The report was finalized after receiving feedback from stakeholders and the Ministry. At the final phase, the PAL Team provided a training session to Model Factory managers and staff.
