One key expert from PAL, Mr Esen Caglar, was deployed as a Short-Term Consultant for the EBRD's study on "Assessment of Turkey's Industrial Policy Framework" which provided essential inputs for EBRD Turkey Contry Strategy.

Assignment pursued the following objectives: (i) Formulating a working definition of industrial policy which would cover policies, programs and strategic initiatives targeted towards structural transformation, (ii) Describe the main industrial policy tools implemented in Turkey in recent years, (iii) Discuss the main objectives pursued by the Government through the adopted industrial policy; (iv) Analyse the impact of industrial policy on key economic performance indicators, and discuss the distortionary impact of the policy on trade and both domestic and international competition; (v) Provide recommendations to improve industrial policy in line with economic evidence, international experience and best practice towards more sustainable development.
