Project Details:

The project was conducted by Policy Analytics Lab (PAL) in coordination with Yalova Machinery Organized Industrial Zone. Yalova, the smallest province in Turkey in terms of surface area, is undergoing a significant transformation and development process. The goal of the project was to develop a strategy and roadmap for human resources and manufactruing skills. The developed strategy is designed to support the vision of Yalova Machinery OIZ as "local, green, and innovative". The study focuses on the new roles that an OIZ can undertake in the development of human resources and manufacuring skills.

The project, sponsored by Yalova Machinery Organized Industrial Zone (YMOIZ) and executed by the Policy Analytics Lab (PAL), comprised four main steps. (i) The first step involved data analysis and literature review. Using sources like TURKSTAT and İŞKUR, the project examined Yalova province's economic structure, comparing it with Turkey and neighboring areas. It also incorporated global industrial trends and Organized Industrial Zone (OIZ) roles. (ii) The second step encompassed stakeholder interviews, focusing on Yalova's current situation, future prospects, and Machinery OIZ's potential roles in addressing human resource and skill needs. (iii) The third step featured the Yalova Machinery OIZ Company Survey. Conducted in two phases, the survey explored topics including employment projections, human resource practices, challenges, and skill needs. The final phase involved synthesizing findings and crafting policy recommendations. Based on identified needs, a strategic roadmap was developed for YMOIZ. This included recommendations for human resource capacity building, skill development, vocational training, and broader ecosystem initiatives.
