The project's objective is to evaluate the impact and efficacy of the economic and social measures as part of the Covid-19 Response Program of the Republic of Azerbaijan.

PAL Team provided an in-depth analysis on the efficacy of social policy measures, their impact on different social groups. As a result of these, policy recommendations were crafted for potential new measures to promote faster and more inclusive recovery. PAL team gathered data about interventions; quantitatively from open sources and government agencies. Interviews provided qualitative insights on coverage, disbursement, capacity, and implementation challenges. Our evaluation and synthesis of findings revealed major themes, issues, patterns, and policy recommendations; which included improvements for existing measures as well as new ones for faster recovery. The six evaluation criteria included relevance, coherence, effectiveness, efficiency, impact, and sustainability.
The final report offered a comprehensive assessment with three parts: methodology and context, key findings categorized into design, implementation, and outcomes, and actionable recommendations for Covid-19 recovery and enhancing Azerbaijan's social policy framework.
