PAL Policy Analytics Lab

What Makes Us a Lab?

A laboratory is defined by its method, not its output. We treat every policy question as an empirical problem: we design the research framework around the specific question, test our hypotheses against data, and report what the evidence actually shows — including when it cuts against prior expectations.

We do not apply pre-packaged methodologies. We design tailor-made analytical frameworks for each client and context, drawing on primary data we collect ourselves alongside administrative and public datasets.

We work across disciplines — economics, political science, industrial engineering, urban planning, and social research — because policy problems rarely respect disciplinary boundaries.

We hold ourselves to three standards on every project: technical correctness, administrative implementability, and political feasibility. Analysis that cannot be acted on is not useful analysis.
