PAL's Managing Partner Esen Caglar was deployed as a Senior Consultant for Urban Economics to support the World Bank in preparing a Growth and Jobs Diagnostic and an Urban Investment Plan for Dodoma, Tanzania's designated capital city. The engagement was commissioned on behalf of the Government of Tanzania and the Dodoma City Council, and is anchored in Tanzania's Vision 2050 framework.
The diagnostic component involved economic base analysis and stakeholder consultations with approximately 50 public and private sector actors across two field missions. The analysis identified Dodoma's economic drivers and assessed growth and job creation opportunities in the context of the city's rapid population expansion following the capital relocation.
The investment planning component applied a Multi-Criteria Assessment Framework (MCAF) to evaluate and prioritize intervention packages across infrastructure, land, economic zones, and agribusiness. The engagement also produced a methodology note designed to make the analytical approach replicable across other Tanzanian secondary cities.
