Project Details:

impact analysis of 23 operations implemented across Türkiye under the Employment, Education and Social Policies Support Program co-funder by European Union through the IPA-II instrument and Republic of Türkiye. The work covered methodology design, development of an evaluation framework, and analysis of five major impact channels including employment creation, skills development, workplace safety, access to education, and gender equality. Tasks included extensive stakeholder engagement, interviews with operation beneficiaries and contract managers, the design and implementation of 31 surveys with more than 8,000 participants, and detailed analysis of administrative data, public datasets, and project reports. The assignment produced a comprehensive evidence base demonstrating the program’s contribution to labor market inclusion, human capital development, and social policy outcomes across 69 provinces.
