The study aimed to provide a comprehensive understanding of the impact of COVID-19 on the MSMEs (Micro, Small, and Medium-sized Enterprises) as well as the labour market in Azerbaijan, with a view to complement UNDP’s Azerbaijan’s existing efforts to monitor and assess the impact of the pandemic.

Two rounds of the study were conducted to assess the impacts during the 4th quarter of 2020 and the 1st quarter of 2021. In addition to analysing the impacts, the study also focused on assessing adjustment strategies pursued by Azerbaijani enterprises, future projections, expectations, and needs of the enterprises, also shedding light on regional differences. PAL, as a project contractor, carried out designing an enterprise survey (i.e. developing a questionnaire based on hypothesis, sector selection, sampling, and supervising the data collection company), analysing and visualizing survey data, and reporting the results. In the second round, PAL carried out developing an additional set of questions based on a new hypothesis, analyzing data, reporting results compared to the 4th quarter of 2020, and developing recommendations for interventions.
