Impact Assessment of SAP on Turkey's Economy 1 June 2022

Project Name: SAP Turkey Economic Impact Assessment

Country: Türkiye

Start Date: 01-12-2021

End Date: 01-06-2022

Client Name: SAP Turkey

Project Details:

The objective of this project was to assess the impact of SAP, a global software and technology solutions company, on Turkey’s economy, through measuring ecosystem-wide contributions such as productivity gains for SAP-users, human resource development as well as internationalization of local software companies.

To assess SAP's economic impact, the PAL team has devised a unique methodology, employing quasi experimental research methods. This required a tedious process of integrating SAP's data with publicly available datasets. In order to develop the impact hypotheses, PAL team conducted semi-structured in-depth interviews with SAP stakeholders (SAP Turkey units, SAP business partners and SAP users) and implemented surveys for SAP business partners and SAP user companies. The effects of SAP on companies are discussed through growth and productivity gains, and the employment and export-enhancing effects in the informatics ecosystem are evaluated.

The analysis focused on the growth and productivity impact of SAP on enterprises and evaluates SAP’s contributions to the software ecosystem in Turkey through tracing its impact on ICT employment and exports. The tailor-made analytical method had two main pillars. (i) Quasi-experimental approach: An estimation to compare performance of SAP customers (treatment group) to similar non-SAP companies (control group) by using real data. (ii) Value Life-Cycle Management (VLM) analyses: Potential SAP impacts were calculated at macro level by using VLM database and sectoral balance sheets of each country. The main hypothesis in SAP Turkey’s impact assessment was to examine how much higher the annual growth performance of companies using SAP products is compared to those not using SAP.
