The objective of the consultancy was to provide Creating Markets Advisory of IFC with a deeper understanding of the policy, structural and organizational aspects of Organized Industrial Zones (OIZ).

The scope of work included i) Defining features and OIZ landscape in Turkey ii) Identifying policy/legal/regulatory barriers and commercial incentives or disincentives for OIZs to invest in decarbonization and/or develop green zone concepts. iii) assessing the landscape of industrial zones to screen and prioritize the zones with the highest likelihood in terms of opportunities for private investments iv) Conducting a high-level screening of some of the more promising zones that would allow IFC financing and identify investment plans and needs associated with greening / decarbonization of these zones v) developing recommendations on the regulation for green OIZs.
