Emin Dedeoğlu, Managing Partner

Emin Dedeoğlu is a managing partner of Policy Analytics Lab (PAL), a consultancy and think tank based in Ankara. Emin’s experience and professional interest lies broadly in public governance, mainly on public financial management, public sector reform, public administration, local and regional development and anti-corruption and capacity building. Previously Emin served as the Director of the Governance Studies Program in Turkish Economic Policy Research Foundation (TEPAV), the largest independent think tank of Turkey, since its commencement in 2004 up until April 2017. In this capacity he organized wide range of activities and research on various governance related topics, ranging from anti-corruption to decentralization, from fiscal policy to social integration. He also participated in numerous projects both as team leader and senior expert.

Emin started his professional career in Undersecretariat of Treasury, where he served in different capacities for more than 25 years. Prior to being appointed to the Board of Directors of the World Bank Group as representative of Turkey (1999-2003), he served as Head of Department (1993-95), Deputy Director General (1995-1997) and Director General (1997-1999) of Public Finance Directorate of the Treasury. Between 1989-1991 he was seconded to Privatization Agency (then Public Participation Agency) as Privatization Head of Department.

A political scientist educated in Middle East Technical University in Ankara, he completed an economics MA program at Northeastern University in Boston.


M. Sefa Pamuksuz, Managing Partner

Sefa has hands on experience and interest in regulation, financing, budgeting, monitoring and reporting of State Owned Enterprises (SOEs), corporate governance and public financial management.

He has 25 years of experience in Turkish Treasury in various capacities; Director General of State Owned Enterprises Department and recently as the Coordinator of G20 Infrastructure and Investment Working Group as well as the Chair of the G20/OECD Task Force on Institutional Investors and Long-Term Investment (LTI). Sefa also worked as the Alternate Executive Director of Turkey in the World Bank Group. He was an active member of the OECD Working Party on State Ownership and Privatization Practices between 1998 and 2010.

He executed SOE Budget of Turkey (4% of Turkey’s primary expenditures) including current and investment transfers to SOEs, agricultural support institutions, social security institutions and public banks. During his career in Treasury, he participated in sectoral reform efforts in Turkey such as public financial institutions, energy, agriculture, health, social security sectors, and labor markets. He worked in various public finance management projects and is also a PFM expert for IMF FAD. He provided technical assistance to governments of Cyprus, Mozambique, Lao PDR, Jamaica and Jordan.

He is a CPA and a graduate of Middle East Technical University with a B.S. in Management and Boston College with a MSF degree. Sefa volunteers as a mentor to senior students of Middle East Technical University. He is fluent in Turkish and English. He is currently working as a consultant on PFM, LTI, corporate governance and SOEs.


H. Emre Koyuncu, Managing Partner

Emre has more than 20 years of experience on development issues in various capacities in prominent non-governmental organizations in Turkey. He was among the founders of Habitat Association in Istanbul. He served for 8 years as board member and held managerial positions in development projects focusing on local democratic governance. Between 2005-2017 he worked at TEPAV, as manager in governance program and finally as director of the cities program.

During his career he was involved in various research and consultancy projects working with international, national and local partners such as European Commission, UNDP, World Bank, Ministry of Interior, Ministry of Development, Ministry of Finance, regional development agencies, governorates and municipalities in key expert, project manager, trainer positions.Emre has been actively involved in introduction of three international best-practice public engagement tools to Turkey. He led or contributed the design and implementation these tools i.e. 1) citizen scorecards 2) participatory budgeting 3) deliberative polling in various contexts. 

He holds an Executive MBA degree from the Middle East Technical University and an Industrial Engineering Degree from the Galatasaray University in Istanbul.


Ömür Enes, Managing Partner

Ömür is specialized in event management. His research interests include minorities, the Caucasus, and political thinking. Ömür is in charge of PAL’s administrative and financial management.

Prior to joining PAL, Ömür worked as the Secretary General of TED University between February 2016 - May 2017 and the Secretary General of the Economic Policy Research Foundation of Turkey (TEPAV) between 2004 and 2016. At TEPAV, he led numerous stakeholder engagement activities including fairs, meetings, congresses and workshops. He managed financial and administrative matters for projects, funded by various national and international organizations such as the European Commission, the World Bank, the Turkish Grand National Assembly, the Prime Ministry, the TIKA, the Ministry of Interior Affairs.

Ömür holds a M.A. in Political Science from Ankara University and a B.A. in Business Administration from Çankaya University.


Esen Çağlar, Managing Partner

Bringing a deep interest in multi-disciplinary approaches to economic development challenges, Esen leads PAL’s engagements in industrial policy, competitiveness and regional economic development.

Having worked with multilaterals such as the United Nations Development Program (UNDP) and Organization for Economic Cooperation and Development (OECD), Esen has advised various governments, including those of Turkey, Oman, Kazakhstan, Palestine, Cyprus and Ethiopia.

Previously, he worked as a Senior Advisor at the Supreme Council for Planning of the Sultanate of Oman and as a Strategic Planning Advisor to the President of TED University in Ankara. Between 2013 and March 2016 Esen was the Deputy Managing Director of the Economic Policy Research Foundation of Turkey (TEPAV), which he joined in 2005. At TEPAV he managed four different research programs on (i) industrial policy and competitiveness, (ii) local and regional economic development, (iii) economic integration and foreign economic relations, and (iv) special economic zones. Under these programs, Esen has managed over twenty projects in Turkey as well as the Balkans, Middle East, North Africa and Central Asia.

Esen also serves as an adjunct lecturer at Bilkent University since 2006. He holds an MPA in international development (MPA-ID) from the Kennedy School of Government at Harvard University, and an Politics and Political Economy from Princeton University.



Ekin Erdolu, Research Associate

Ekin’s role at PAL includes economic analysis, case studies and mixed method research in various projects that aim at contributing to policy discussions and designing future policies. He has participated in PAL’s regional economic development, strategy development and economic impact analysis projects. His broader research interests are in macroeconomics, political economy, development issues, data analysis and technology. Prior to joining PAL, Ekin was involved in various government and public sector projects in PriceWaterhouseCooper (PwC) Ankara. He also worked as an intern in the field of export credit banking and audit services. Ekin holds a B.A in Economics from Bilkent University.


Fırat Çetin, Research Associate

Fırat holds a graduate degree from Economics Department of the Bilkent University. He has commenced on his career in PAL engaging with the topics he has a deep interest including digitalization, impact analysis, industrial policies, strategy design and participatory processes, He joined PAL family as an intern in his senior year in the university and has been working professionally after his graduation. Fırat contributes to PAL's endeavours in a multi faceted and proactive fashion primarily in research, analysis and reporting processes.

Ali Sami Seçkin, Research Associate

Ali Sami completed his undergraduate education at Bilkent University Department of Economics in January 2020. In his junior year, he joined PAL as an intern, and he has been working as a professional member since his graduation. He works on subjects such as fintech, e-commerce and in addition, he is a research assistant at Bilkent University. He is interested in economic history, early modern European history, international trade and, economic growth and development.

İdil Savucu, Research Associate

Idil has a professional experience in technical and programmatic support for international development organizations and private sector with an academic expertise in development studies, particularly environmental economics.

Previously, she worked as a Programme Assistant at the United Nations (UN) Resident Coordinator Office supporting the implementation of the country programme “United Nations Development Cooperation Strategy 2016-2020” and the UN Country Team Annual Work-plan. Then, she continued her career providing research assistance and tender drafting support for the European Union-funded technical assistance projects at WeGlobal London Office, simultaneously with her masters. Following her experience, she started to provide technical and operational support to the Disaster Risk Management Team of the International Bank for Reconstruction and Development under the World Bank Group. She also engaged in various voluntary research projects in different countries including Albania, United Kingdom, Italy, Morocco and Turkey.

She holds a MSc in Environment, Politics and Development under the Department of Development Studies from SOAS University of London (School of Oriental African Studies) and B.A in Economics from Bilkent University with honour degrees and merit scholarship. She is currently mentoring undergraduate students in Economics Department of the Bilkent University.
